We missed you at yesterday’s meeting. It was eventful! We heard an hour of public
comment (at 2 min each).
Ultimately, the Board voted 6-4 to to support Westwood Forward and encourage the voting
process take place, and to direct and encourage dialog between the two organizations
regarding a third alternative, and to ask the Department of Neighborhood Empowerment to
conduct outreach to the Westwood Hills Homeowners Association and the Westwood
Homeowners Association.

Hello WVIA Board members,
Late yesterday, I received a call from the Chair of BizFed, a large business advocacy group that I’m sure many of you are familiar with.
I was informed that representatives from the Westwood Neighborhood Council, the Westwood Community Council, and the Westwood
Rotary Club met with, and assured, BizFed that all Westwood businesses, and the WVIA, are united against the Westwood Forward
effort to form a new neighborhood council. Because of this assurance, BizFed took a position opposing Westwood Forward.
I corrected the notion that the WVIA has taken a position (as of Feb 21st), and I also informed BizFed that Westwood Forward has
support from businesses in our community. BizFed is reviewing their process and will determine how to move forward. The Chair did
tell me that BizFed would not have taken its position had they known the WVIA has not taken a position.
It is troubling that the WVIA would be misrepresented in this way. I will reach out to leadership serving the Westwood Neighborhood
Council, the Westwood Community Council, and the Westwood Rotary Club to express my concern.

hauling town hall meeting now and that will take the rest ot the afternoon.
This morning was fine. We had a lot of discussion, and heard public comment,
extra from Lisa Chapman and Michael Skiles. The Committee ultimately
passed a motion to dedicate the March 8th Board meeting to the discussion ot
the Westwood Forward effort to create the North Westwood Neighborhood
Council, and is asking the full Board to make a recommendation at that
meeting.
Regarding the BizFed train wreck, I asked Phil and Steve about it. They said
they never said what the BizFed Chair told me I could quote her as saving the}
said. I feel for BizFed. They should have reached out to me to clarify/confirm.
Now they are out on a limb and have to undue their letter. In the long run, this
probably doesn’t move the needle one way or the other since BizFed is not a
local player, but they should know better.

at his community council meetings he only allows a strict 2 minute rule, and perhaps he should

I have to meet with him tomorrow about the homeless count, I am going to talk to him about

You can park in the building. As an invited guest, I’ll validate you.
At the meeting will be me, our Executive Committee (Jim Brooks, Michael Beck, Kifishia
Kawachi, Jessica Dabney, plus a soon-to-be elected Treasurer), and then members of the
public who wish to attend.
If this meeting is more about what kind of process we want to run, there may not be many
questions for you, if any. If they want to do a bit of a deeper dive, then expect more
questions. It’s hard to say. I imagine a second committee meeting and then a later Board
meeting would go more in-depth, but you never now. It’s good to be there next week I think
If there are no questions for you, you can use public comment to respond to whatever. I’m
ask Jim to be flexible on time for our guests.
The public is always invited to attend our meetings, so if you want to bring people, you are
welcome to (although we only validate guests, so you can always carpool or tell people to
figure out parking in other areas).
The agenda is pretty full, but I bet this item will generate the most attention and take the
most time. We have Michael Beck until 1PM but I think we’ll be okay on time.

Yes, fireworks, I had to slam my hands on the table as Sandy, Steve Resnick, and
Philip were yelling at each other when Sandy started her lecture. It was ridiculous.
Our alcohol motion passed though. It was revised, so it stands as, the WWNC's

FYL Our Executive Committee is meeting on Monday, January 22nd at
1 1:30AM to discuss Westwood Forward, among other things. The discussion
could go in different ways, but my guess is that the committee will determine
some type of timetable and process for evaluating options going forward. There
may be questions and it would be great if you had representation there. I’ve told
Michael Skiles the same thing. We are meeting at 10880 Wilshire, in a lobby-
level conference room.
There are other items on the agenda so it may take us 20-25 minutes to get to
the item.

thought we had a rough start, but we ended in a good place. I hope your follow-up and Michael's

Regarding your corrections to the review I conducted on the WWNC and the NWNC, when tasked
with completing this review, I determined to make it as objective and black and white as possible.
I only used information shown in your council-approved minutes. I intentionally did not add
context because it could be construed as subjective and open to debate. In some areas there may
be agreement, and in other areas I imagine some WWNC members have one view of an issue,
while some of the businesses that have been agendized have a different view. Attempting to
justify whether a business or item was agendized in a manner that I, or the WVIA, may find
acceptable was not my goal. Attempting to determine whether there was wide community
agreement on an issue was also not my goal, nor is it relevant to a study that is simply numbering
and categorizing agendized items. Providing this kind of subjective context is probably not
possible either, which is why I stuck to very basic information and hard data taken directly from
WWNC minutes. I did attempt to make the report's objectivity and intentional lack of context
clear at our Executive Committee meeting. Based on some of your proposed corrections. I'm not
sure I did a good job stating this prior to the discussion. I will do better at the March 8th Board
meeting.
For the record, I agree with some of the context you have provided. For example, I agree that the
Marines are a poor ground-floor use. I also agree that the Verizon cell towers were a bad idea
(the WVIA Board agreed too). But the point of my review is not to justify whether businesses or
items should be agendized or included in the review, but only to categorize the number of
instances in which they were agendized, and under which category they fall. I hope this helps
clear up the review's intent.

1) . Page 4: The table of the North Westwood Neighborhood Council Representation is incorrect.
You must use the language of each seat according to the WW Forward coalition by-laws, under
board composition. The UCLA name must be removed from all of these seats, and not used in any
presentation as such. - I have corrected the language used to represent the NWNC seats and
removed UCLA from the description.
2) . Page 5: The minutes of the January meeting were emailed to Andrew the day they were
requested. They are also posted on the WWNC website. They are attached here. - / asked for the
January 2018 minutes on February 15, before they would approved by the WWNC at your
meeting that evening. You emailed the minutes to me on February 20th and I included them in
the February 22nd presentation to our Executive Committee. They will be a part of the March
8th Board meeting discussion.
3) . Page 5: Regarding the statement of 13 instances of: no live entertainment, no dancing, no
video games, no pool tables, are in fact false. NO requests for any of these items have ever come
before the WWNC. So this seems to be a moot point, and very misleading. The BID also does not
weigh in in these areas for any business. - It may or may not be true that businesses have never
asked the WWNC for live entertainment, dancing, video games, and pool tables. (It appears
that Waffle Chix did ask at the February 2012 WWNC meeting.) I do not have access to what
businesses may have been requesting so I have no way of knowing. I only see the conditions
supported by the WWNC in the approved motions available on the website, and these
conditions are very specific to say no live entertainment, no dancing, no video games, and no
pool tables, among other things. It is true the BID does not weigh in on specific business and
development. This is not relevant to my review, which is only to collect data from approved
WWNC minutes to show impacts to district businesses.
4) . Page 6: The Council's position on alcohol being sold at Target was support for a majority of
stakeholders in the area that were against this happening. Almost everyone in the community
supported (and still support) Target coming to the Village. But as a much smaller store, we found
it to be unnecessary for alcohol to be sold there when within 100 feet of them, three other
retailers were selling alcohol (Trader Joe's directly across the street, Ralph's in the same building,
upstairs, and Rite Aid across the street.) There was also the issue that Ralph's raised in that their
contract, it was noted that they would be the only entity selling alcohol in that building. The
community preferred that Target add more merchandise instead of alcohol. Target's own lawyers
stated many times that this was not an issue of money, as alcohol sales were only 1% of their
business. The BID did not weigh in on this alcohol use issue with Target. - This is an example of
why I kept my review objective. Target and TIAA CREF would have a different view of how this
item evolved. I also attended meetings with a significant show of community support on behalf
of Target so I disagree with your context. It is true that the BID does not weigh in on specific
business and development. This is not relevant to my review, which is only to collect data from
approved WWNC minutes to show impacts to district businesses.
5) . Page 6: The U.S. Marine Corps was not allowed to be on the ground floor, as they were not
food or retail, we were supporting the WW Specific plan and concerned for more lack of foot
traffic to adjacent businesses. - My review is simply a counting of instances where businesses
were agendized, and what category they fall into. I don't disagree that the Marines are a poor
ground-floor use, and I know many people that agree. That said, the property owner believes
that because the Marines are a Federal institution, they are not bound by the Westwood
Village Specific Plan, and that the Marines are a good use, so he has a different view.
6) . Page 6: Noise levels had to be addressed in reference to the W Hotel and Rocco's Tavern. The
W's amplified music (which is not allowed per city ordinance in this zone), created at least 20
complaints from the public to the WWNC and also to the West LAPD, Officer Ragsdale can
corroborate. Rocco's noise complaints and potential lawsuit threats came from the Gayley
Terrace, the apartments directly adjacent to Rocco's and their planned outdoor retractable
window. Not only did the WWNC find this to be objectionable by stakeholders, but it was upheld
by the WW Design Review Board, and the Planning commission. If Rocco's had chosen to occupy
the old Jerry's Famous building on Weyburn, none of this would have been an issue. - / am only
tracking instances where businesses were agendized, not whether it is justifiable or whether
there was agreement with the DRB or Planning. Rocco's will have a different view of how this
item evolved. Also, Rocco's owns their building, I'm not sure it's fair to say they invited
challenges, or simply being agendized, because they chose to be owner/operators and not
tenants in a different building.
7) . Page 6: The WVIA document makes mention of businesses coming before the council more
than once, including the Broxton, Lemonade, D1 Cafe, and Rocco's. The Broxton was
wholeheartedly approved by the council. They came before us again, not by invite from us, but
ASKED to come before us again, because Steve Sann appealed them in building design and
signage, and historical preservation to the building. Do not misrepresent this. D1 came before us
on two occasions because of alcohol license request. The owner of the business did not comply
with what he was told to do by the city and by UCLA, who had to issue a cease and desist letter
for their adjacent property. The WWNC is often falsely quoted by the WW Forward coalition that
we did not approve an alcohol license because the owner did not speak English. We never
uttered anything close to that. The owner's OWN council was the one that referred to his
language difficulties. - / am only tracking instances where businesses were agendized, and these
businesses were all agendized multiple times. It is not clear in the WWNC minutes whether the
business chose to return to the WWNC or was asked back. It's also possible businesses were
agendized but decided not to attend. I have no way of knowing if it is not clear in the minutes.
I am familiar with the Broxton item. I don't think they would agree that they have volunteered
to be agendized repeatedly. Regarding D1 Cafe, they believed they had WWNC approval until
they were agendized again and had that approval withdrawn, so I think they have a different
option. Also, referencing whether D1 Cafe was discriminated against because English is not the
owner's first language is not a part of my review.
8) . Page 7: The Neighborhood Integrity Initiative passed by a vote of yes: 8 no: 1 abstain: 7 - / did
not include vote totals in my review.
9) . Page 8: Bike Lane suggestions after more study were noted to ask that the bike lines be placed
on Gayley, instead of WW Blvd due to aforementioned motions on this subject. - / listed these
two agenda items because they demonstrate impacts within the BID boundaries. Whether
there is agreement on Gayley being home to bike lanes is not relevant to the study. Also, I
didn't list Gayley in the review because it was not mentioned in the motion. The motion
included in the review is cut-and-pasted from approved WWNC minutes.
10) . Page 8: The Farmer's Market issue was a hotly contested issue in the WW community and
amongst the merchants and business owners in the village. Most stakeholders, and I believe the
BID'S own board believes Farmer Mark has not delivered, or kept any monetary promise. What
we are left with is an inferior market. - the WVFM is within the BID boundaries and it is
sponsored and overseen by the WVIA. This is the reason it is included in the review. Whether
me item was notiy comestea, or me marxei is now inferior, or wnetner me item was presentea
to the WWNC using a motion that included information I know to be false, is not relevant to the
study.
11) . Page 8: 1 am pretty sure the WWNC and the BID agree wholeheartedly on the food use
motion that was passed in December. - / didn't include this item because there was agreement,
or disagreement. I included it because it's an item impacting businesses in the BID boundaries.
Also, the WVIA and WWNC motions are not identical, but this is not relevant to the study.
12) . The Broxton Plaza. This was never an official presentation, and was casually discussed as
something the WVIA might want to consider down the line. There was not any motion to vote
upon, it was a discussion item at best. - It is correct that there wasn't a presentation from the
WVIA since our Board determined to explore the item further. However, there was a motion
from the WWNC on this item (November 2015), which is why I included it in my review. The
motion was Mitchell Keiter moved, " Having not heard the presentation, the WWNC does not
support the Broxton Plaza project absent a presentation at the December meeting." Ann
Hayman seconded, and the motion carried by a vote of Yes: 13, No: 1 (Sandy Brown), and
Abstain: 1 (Stephen Resnick).
Lisa, I have changed the description of the N WNC seats per your clarification. I can't, however,
add your context corrections to my review for the reasons stated above.
That said, I would like to offer you the opportunity to submit your corrections to our Board so you
can provide the context you believe is important to understanding the deeper intent behind

I appreciate you responding point by point, and I do understand what you are trying to do.
However, I really feel that not only is context important, but details are crucial at this point. We
are being presented, I believe, in not such a great light in many of these instances. I realize that
you have to present things in a concise manner, but you are directly relating this to an eventual
choice the WVIA board has to make, between the current WWNC and WW Forward, a group of
mostly students that have zero track record, either as a group, or individually. It's not just
comparing apple to oranges, it's comparing apples to nothing at all.
As you and I know, from many conversations over the last few years, that I have struggled greatly
with the reputation of my board, and I still get sensitive when I hear others calling us (as a group)
NIMBV's and against fun, etc. You know, the list goes on and on. I have been working so hard to
change the face and actions of this board, while putting up with slander and questions to my
character as I do this. I have diligently worked to change the culture with this board and to bridge
long damaged relationships in the community. All while being an employee of UCLA for almost 32
years, and having to see both sides of that evolving relationship. But I believe in this board as
well, in its experience, individually and collectively. I believe in its diversity and life experience.
Every single person on my board has true love for Westwood Village, and they have supported
WW Village for decades and decades, both in patronage and monetarily. We have also gone to
bat for WW Village for the Broxton Parking Garage potential sale, getting parking meter money
returned to the Village, adding traffic improvements, and in helping to foster and maintain
historic buildings. We consistently give almost all of our city money to 501c3 charities in our
boundaries, as I said, more than any other NC in the city of Los Angeles. We have been working
tirelessly over the past year readying homelessness initiatives to help specifically within our
boundaries and directly in WW Village. I can go on and on. I am passionate about public service,
about volunteerism. I have done it my entire adult life, and I will continue to fight for the
underserved, and for that matter, this council.
Frankly, not providing context and some detail will not help us, it would hurt us. You have four of
your WVIA board members that openly support WW Forward, and four who have signed WW
Forward's petition, including Jessica Dabney, Peter Clinco, Patrick Nally, and Kevin Crummy. There
seems to be no way that we can overcome that influence. Their minds are already made up. That
is incredibly disappointing, and frankly so very frustrating to me. I feel we have already lost in the
eyes of the WVIA board. I work very hard to keep an open mind to every agenda item that comes
before my council, and I would have hoped that your board would have done the same. I don't
think that will be the outcome, sadly.
All of that being said, I do appreciate the attempt to compromise, and to listen on behalf of the
three of YOU. I have a great respect for all three of you, and of your accomplishments and
contributions to Westwood.

It’s my understanding that BizFed took it’s position based on the information that the
Westwood business community and the Westwood Village Improvement Association (BID)
were united in opposition to the Westwood Forward effort to create a new neighborhood
council. If this is correct, then BizFed was lead to act based on information that is not true.
The BID has not yet taken a position. Also, while it's not my role to advocate for other
groups, I know members of the Wilshire-Westwood commercial corridor and Iranian-
American business communities that support the proposed North Westwood Neighborhood
Council.
Our Executive Committee did meet last week and the members discussed this item. The
Committee determined to ask Westwood Forward and the Westwood Neighborhood Council
to meet to attempt to find common ground, and then for the BID to agendize this item for
our full Board to take a position.
To avoid misrepresentations in the future, I am asking you to direct any inquiries about BID
positions to me. I am happy to share them with you.

I totally agree about all of the in-fighting and rude behavior. In addition to preventing any progress, these behaviors discourage "new blood" from becoming engaged.
Sometimes when I invite people to attend WVIA meetings, they ask me if the "usual crowd" will be there. When i say yes, they say they don't want to come to the meeting.
It's frustrating.
You should read the Westwood Forward message on their website. My summary of their effort is that it was born from frustration about housing and also lack of
entertainment options in the Village. I believe they have an understanding about the Specific Plan, but I think they are looking at WWNC actions instead of pushing back
against that particular document. There have been a lot of votes against happy hours, live entertainment, dancing, etc. Another trigger was that apparently the WWNC
determined to extend their own terms and push back their next election.
Students are definitely the driving force, but we've seen a lot of business and property owner support join them. There are also homeowners that are bred of "business as
usual" that also support them.
if nothing else, this has started an important conversation In our community. I think it's a good thing and long overdue.
Our Board has a policy of not taking positions on individual business or development. The UCLA residential hall is not only an individual development, but it's outside of our
boundaries too. This is why we haven’t heard It. Personally, I think our policy is a mistake. I believe our community is looking to us to be rational and reasonable custodians.
It bothers me that we are on the sidelines, but this isn't going to change overnight.
Let's keep talking! I'm glad you're engaged.

Our Executive Committee discussed this issue last week. The recommendation they made is to essentially ask the different players to try to come
together one last time before our Board meets in March. If the groups can't find some middle ground, then our Board will make a determination
to either support or oppose (although it's possible they won't do anything too).
The one point of agreement among my Committee members is that the current way of doing things In Westwood is not sustainable. The
Westwood Forward movement was born from that frustration. I don't think status quo is going to work going forward so I hope the current
council seriously considers actions that will lead to change.
Have you been following this item closely? It's been pretty interesting.

Hello WVIA Board members,

d at Skyligh. Gardens restaurant at 1139 Glendon Avenue and will begin at 8:30AM.
Per the recommendation of the Executive Committee, this meeting will be dedicated to the discussion of the Westwood Forward-
proposed creation of the North Westwood Neighborhood Council.
There are no other items on the agenda, and items such as Staff Reports, our March 2018 Consent Calendar, Committee
Reports, etc will be heard at the April 19th Board meeting.
Attached to this email are the draft minutes from the February 22, 2018 Executive Committee meeting and the Staff comparison

past WWNC decisions relevant to the Westwood Business Improvement District. This review was presented and discussed at the
February 22nd Executive Committee meeting.

Angus Beverly attempted to negotiate, on behalf of the Westwood Neighborhood
Council, a deal with Westwood Forward, which would involve WWNC making

subdivision petition. Westwood Forward expressed disinterest in negotiating with
him and he, thereupon, stated that he would hold no further student engagement

denying that this happened, since I don't want to hurt Angus' reputation, I would
encourage you to advise the WWNC as to whether holding meetings can legally

you as we move our subdivision petition forward to an election.

Dear David and Angus,
On behalf of Westwood Forward, we thank you for approaching us and stating your openness to
seeing the Westwood Neighborhood Counci make significant reforms, towards more equitably
representing its constituents. However, before our coalition invests the time and energy into
considenng what, if any, hypothetical bylaw changes might suffice to address the concerns of our
community, we think that it is important that you establish that you are in a position to negotiate on
behalf of the counci. Given that the council voted against your selection as Land Use Chair and also
repeatedly refused to consider our requests for online voting or a 2018 selection, we worry that those
who would consider affecting the meaningful changes our community needs are in the ninority. To
allay these concerns we would request either i ) that the WWNC pass a resolution authorizing you to
negotiate on its behalf or 2} that you send us a public letter signed by a majority of WWNC members
affirming that they would be willing to consider significant bylaw changes and holding a 201B selection.

Bettina was there too. She had to hold me back. It was classic. Philip opened by saying that a bunch ot kids were trying to
gerrymander Westwood and that he wasn't going to have 18 year olds telling him how to run his business He never mentioned that
he was on the WWNC or that his wife is president. Sandy then went on to talk about how the “ mostly students” just want affordable
housing, that they have been attending the WWNC meetings and "shouting" at the WWNC and that it wasn't the WWNC's role. She
said that she had a stake holder seat on the WWNC but downplayed what they do, said that really the WW Neighborhood Councils
oidnt do much other than give away funds and was just advisory. NO mention of the land use committee the projects that she
opposes or any of the real issues that you are fighting for. Very quick comment that the students want more control over the nightlife.
She said that Westwood Forward wanted to carve up the communities and take them away from the existing WWNC without any
outreach and said that her friend Terry T over in Westwood Hills needs HW support. What a show !Had I been uninformed and on that
board, I would have bought it and the board totally did. no real information was provided, they were totally manipulated.
